   VNF texts




Source of income, life and management of the establishment, are governed by a compilation of basic texts.

 The compilation of Voies navigables de France texts contains the basic texts that govern the life of the establishment:

- Statutory texts

- Texts governing the sources of income available to Voies navigables de France

- Texts in relation to the consistency and the management of the public assets entrusted to VNF.

We would draw your attention to the provisions of Act No. 2001-43 of 16 January 2001 the aim of which was to adapt French legislation to EU law concerning the liberalisation of freight and the total freedom to negotiate prices (Directive EC No. 96/75 of 19 November 1996).

This law was designed, inter alia, to put a final end, as from the beginning of 2000, of the ¿tour de role¿ system by enshrining the total freedom to conclude contracts and negotiate prices as veritable principles underpinning the complete liberalisation of the inland waterway sector.

To this end, in addition to repealing the Act of 12 July 1994 in relation to the commercial exploitation of the waterways, this Act amended article 41 of Act No. 82-1153 of 30 December 1982, governing the role of Voies navigables de France so that, in addition to its traditional role, it will henceforth:

1.Contribute to the promotion of inland waterway transport

2.Be generally responsible for observation, information and statistics

3.Be available for consultation to the minister with responsibility for transport

4.Be empowered to put forward proposals with regard to the regulations applicable to the organization of waterway transport and the definition of environmental and navigation safety standards and for the improvement of working conditions, and

5.Assist in implementing the provisions applicable to waterway transport.
