The enhancement of the waterway in local urban renewal policy appears to be a major concern for local authorities as well as for VNF.

 VNF's can-do approach

Through its involvement in partnership with the State and the authorities, VNF hopes, on the one hand, to improve the waterway's incorporation into the urban landscape within the framework of integrated local development and on the other hand, use this synergy to develop, enhance and restructure the waterway itself.

The areas for action involved in this approach are, in particular:

- the quality and attractiveness of public areas,
-the use by inhabitants of the waterway bank areas,
-the creation of economic activity and job creation,
-the development and enhancement of the area entrusted to VNF by the State.

The active collaboration between VNF and the DIV (Inter-ministerial urban delegation) allows the incorporation of waterway enhancement programmes into local urban renewal measures. A framework agreement signed by the DIV and VNF on 29 May 2001 formatted this approach.

The partnership framework

The "urban cooperation" policy undertaken by VNF is underpinned by a logic of projects managed in conjunction with local authorities. This VNF - DIV approach is applied in two phases:

A prefiguration phase has come up with ten sites with high potential for urban development with or around the waterway.
An operational phase, implementation of action programmes within town contracts and/or large town projects, through specific application agreements.

These specific application agreements, beyond the framework agreement, are "technical and administrative acts" that actually trigger performance of operations and guarantee co-financing from the authorities, either using their own funds, or through funds diverted from town policy.

VNF's financial commitments

VNF is investing up to around 2,300,000 euros over a three-year period starting in 2001. This financial commitment is valid on the base of co-financing by the DIV and the authority concerned. Other co-financers are stakeholders in the projects.
